(5)  Provide advisory, consultative, training, and
educational services, technical assistance and grant and loan
funds, therefor, and financial assistance to any municipality,
county, local public agency, nonprofit organization, neighborhood
or community organization, or community reinvestment organization
in order to carry out community [development] ASSISTANCE
purposes;

(6)  Contract for and accept any GIFT, grant,
contribution, or loan of funds, PROPERTY, or other aid in any
form for community [development] ASSISTANCE from any agency or
instrumentality of the State OR FEDERAL GOVERNMENT, OR FROM ANY
OTHER SOURCE, AND COMPLY WITH THE TERMS AND CONDITIONS THEREOF;

(7)  Attach such specific terms and conditions to any
financial assistance as may be determined by the Secretary;

(8)  Participate with municipal governments, counties,
regional governments, organizations, and the federal government
in the development, financing, and implementation of a program
designed to build the management capabilities of municipal
governments by supplying needed managerial expertise through
circuit riding managers to municipalities which meet the
following requirements:

(i) An inability to afford a full-time
qualified staff; and

(ii) A willingness and ability to contribute
pro rata shares of the cash or in-kind matching requirements of
the specific project;

(9)  Administer commercial and mixed-use
revitalization programs encouraging physical and organizational
improvements to downtown business areas;

(10)  Administer programs of the federal government
relating to community [development and through which community]
assistance [can be provided by the State of Maryland]; and

(11)  Develop and implement a weatherization program
to provide funds for insulation materials and insulation costs to
eligible households, as defined by the Secretary, in the State.

[(b)] (C) The [Division] ADMINISTRATION may provide
advisory, consultative, training and educational services,
technical assistance, and grant and loan funds to any
municipality, county, local public agency, nonprofit
organization, community reinvestment corporation or private party
in order to carry out commercial and mixed-use revitalization and
rehabilitation programs.
