(8)  THE COMMUNITY ENERGY LOAN PROGRAM; AND

(9)  THE ADMINISTRATION OF STATEWIDE BUILDING AND
MATERIAL CODES ESTABLISHED UNDER TITLE 6 OF THIS ARTICLE.

Subtitle 2. [Functions and Responsibilities]
COMMUNITY ASSISTANCE ADMINISTRATION

[4-102.] 4-201.

(a)  In this subtitle the following words have the meanings
indicated.

(b)   "Commercial and mixed-use revitalization programs"
include assistance in such areas as market surveying,
grantsmanship, organization, economic development, design, and
other services for downtown or business area commercial
management, promotion, and revitalization and facilitating
establishment of commercial district management authorities.

(c)   "Community [development] ASSISTANCE" means activities
designed to enhance the physical, social or economic environment
of a community in order to improve the health, safety, or
socio-economic welfare of its citizens, including the promotion
of such activities through the concentration and coordination of
federal, State, regional, and local public and private resources
in Maryland's communities.

(d)  "Eligible households" means households that qualify for
weatherization program allotments based on income and program
eligibility guidelines established by the Secretary.

(e)   "Nonprofit organization" means a corporation,
foundation, or other legal entity, no part of the net earnings of
which inures to the benefit of any private shareholder or
individual holding an interest in such entity.

(f)   "Local public agency" means any board, commission,
agency, department, or authority of any municipality or county
for the purpose of carrying out community [development]
ASSISTANCE activities, projects, or programs.

(g)   "Neighborhood or community organization" means any
nonprofit organization performing community services and offering
neighborhood assistance.
