WILLIAM DONALD SCHAEFER, Governor Ch. 387

of Delegates, one of whom shall be a permanent alternate, and two
citizens of the State of Maryland, as follows:

(i) The Secretary of State Planning, the Secretary of
Transportation, the Secretary of Natural Resources, THE SECRETARY
OF HEALTH AND MENTAL HYGIENE, the Secretary of Economic and
Employment Development, the Secretary of the Environment, the
Secretary of Housing and Community Development, AND THE SECRETARY
OF HUMAN RESOURCES, and the Secretary of Health and Mental
Hygiene shall serve ex officio as members of the Council, except
that each ex officio member may appoint an alternate as his
representative to the Council. Ex officio members and their
alternates shall not have voting rights and powers.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Retail Establishments - Toilet Facilities - Immunity
from Civil Liability

FOR the purpose of expanding the circumstances under which retail
establishments are immune from civil liability for injuries
or deaths arising out of certain uses of the nonpublic
toilet facilities of retail establishments; defining a
certain term; providing for the application and construction
of this Act; and generally relating to the use of nonpublic
restrooms in retail establishments.

BY repealing and reenacting, with amendments,
