TRAINING PROGRAM, COMMUNITY COLLEGE, PRIVATE CAREER SCHOOL, TRADE
ASSOCIATION, OR STATE-ACCREDITED TRAINING AGENCY.
(2) BASED ON A DETERMINATION MADE UNDER SUBSECTION
(D)(2) OF THIS SECTION, JOB SPECIFIC TRAINING ASSISTANCE MAY BE
PROVIDED THROUGH:
(I) A VOUCHER SYSTEM TO SEND INDIVIDUAL
EMPLOYEES TO TRAINING OFFERED BY INSTITUTIONS SPECIFIED IN
PARAGRAPH (1) OF THIS SUBSECTION;
(II) VOUCHERS OR GRANTS FOR TRAINING TO MEET
THE COMMON NEEDS OF A GROUP OF EMPLOYERS IN A LOCAL AREA; AND
(III) VOUCHERS OR GRANTS FOR TRAINING TO MEET
THE SPECIFIC NEEDS OF INDIVIDUAL EMPLOYERS.
(F) ALL TRAINING MUST BE APPROVED BY THE EMPLOYER OF THOSE
BEING TRAINED.
(G) (1) UNDER THE PARTNERSHIP FOR WORKFORCE QUALITY JOB
SPECIFIC TRAINING MAY NOT EXCEED ONE YEAR.
(2) VOUCHERS PROVIDED UNDER SUBSECTION (F) (E)(2) OF
THIS SECTION MAY NOT EXCEED $1,000 PER EMPLOYEE.
(H) (1) EXCEPT AS PROVIDED IN PARAGRAPHS (2) AND (3) OF
THIS SUBSECTION, THE PARTNERSHIP FOR WORKFORCE QUALITY PROGRAM
MAY NOT CONTRIBUTE MORE THAN 50 PERCENT OF DIRECT TRAINING COSTS
UNDER GRANTS FOR JOB SPECIFIC TRAINING ASSISTANCE FOR EMPLOYERS
WITH 250 OR FEWER MARYLAND BASED EMPLOYEES.
(2) UNDER EXTRAORDINARY CIRCUMSTANCES, AND IN
CONSULTATION WITH THE BOARD, WHERE THE SECRETARY FINDS THAT A
WAIVER OF THIS REQUIREMENT IS NECESSARY AND WILL PROMOTE THE
MARYLAND ECONOMY BY SAVING OR UPGRADING NEEDED JOBS, THE
SECRETARY MAY INCREASE THE CONTRIBUTION OF THE PROGRAM FOR A
SPECIFIC TRAINING PROJECT.
(3) (2) THE PARTNERSHIP FOR WORKFORCE QUALITY PROGRAM
MAY PROVIDE BUSINESS ASSISTANCE SERVICES UNDER SUBSECTION (F)(1)
(D)(2) OF THIS SECTION AT NO COST TO THE EMPLOYER.
(I) (1) PARTNERSHIP FOR WORKFORCE QUALITY PROGRAM FUNDS MAY
BE USED FOR THOSE COSTS ASSOCIATED WITH THE DIRECT DELIVERY OF
INSTRUCTION SUCH AS CURRICULUM DEVELOPMENT, COURSE MATERIALS, AND
INSTRUCTOR'S SALARY AND EXPENSES, AND FACILITIES FOR TRAINING.
(2) PROGRAM FUNDS MAY NOT BE USED FOR THE COST OF
CAPITAL EQUIPMENT FOR AN EMPLOYER OR THE COST OF TRAINEE WAGES.
