(2) The individual shall be exempt from the
laboratory instruction required by Subtitle 5 of this title,
though not the required classroom instruction, if:
(i) He has been licensed regularly to drive in
another state for at least 6 months; and
(ii) He establishes to the satisfaction of a
classroom instructor certified under Subtitle 5 of this title
that his driving experience is sufficient to justify the
exemption.
(3) THE ADMINISTRATION MAY NOT ISSUE A CLASS E
LICENSE TO AN INDIVIDUAL UNDER THE AGE OF 18 YEARS UNLESS THE
INDIVIDUAL HAS ALSO COMPLETED SATISFACTORILY A MOTORCYCLE SAFETY
COURSE APPROVED UNDER SUBTITLE 6 OF THIS TITLE.
(c) Notwithstanding any other provision of this title, a
Class B licensee may not be authorized to drive vehicles
requiring a Class C license unless he is at least 18 years old.
(d) The Administration may not issue a learner's permit to
any individual who has not reached the age of 15 years, 9 months.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning
Maryland Commercial Driver's License Act
FOR the purpose of creating a commercial driver's license;
requiring operators of certain vehicles to comply with
certain skills and knowledge standards; defining those
vehicles for which the operators must meet certain safety
standards; requiring that operators of certain vehicles
impliedly consent to take a chemical breath test if any
alcohol is detected in the operator; disqualifying
individuals from operating commercial motor vehicles upon
convictions of certain offenses; creating a commercial and
noncommercial driver's license classification system;
providing for the issuance of temporary licenses upon
expiration of a driver's license in certain instances;
