suspension of a driver's license for a certain first offense
of driving or attempting to drive under certain conditions
involving alcohol from the authority of a certain insuring
entity to reject an application for insurance or cancel a
policy written by it; authorizing certain tests for drug

content or alcohol concentration or both alcohol

concentration and establishing certain procedures for the
tests; providing that certain statements are prima facie
evidence of certain facts, admissible without the necessity
of a qualified medical person appearing in court; providing
for a certain exception; establishing a procedure for the
appearance of the toxicologist in court; altering the

definition of alcohol concentration; establishing a

procedure for the suspension of registration for driving
when a person's driver's license is suspended or revoked and
for the impoundment of plates; providing for the mandatory
revocation or suspension of the license to drive of certain
persons under certain conditions; making a stylistic change
stylistic changes; providing for the effective dates date of
this Act; and generally relating to the revision of laws
pertaining to drunk and drugged driving in this State.
