apply to real property rezoned at the initiative of Howard County
after July 1, 1984.
(c) In Prince George's County and in Howard County, the
real property eligible for a payment deferral under subsection
(a) of this section is limited to the dwelling and curtilage, not
exceeding 5 acres, as determined by the supervisor.
(d) The Montgomery County, ANNE ARUNDEL COUNTY, Howard
County, or Prince George's County property tax deferral shall be
calculated on any increase in assessment that results directly
from a change in zoning classification to a higher intensity use
and that was initiated by a government.
(e) The governing body of Montgomery County, OF ANNE
ARUNDEL COUNTY, of Howard County, or of Prince George's County
may limit the time period during which the payment of county
property tax may be deferred.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning
Drunk and Drugged Driving
FOR the purpose of altering the administrative sanctions for
driving or attempting to drive under certain conditions
involving alcohol, drugs, or controlled dangerous
substances; altering provisions relating to the implied
consent to take certain tests; altering the penalties for
refusing to take a test for alcohol or drugs or both or for
certain tests results and establishing certain sanctions for
certain test results; establishing certain procedures and
administrative penalties; providing for the issuance of a
restricted license and modifications of a license suspension
under certain circumstances; requiring the Motor Vehicle
Administration to segregate certain records; prohibiting the
Motor Vehicle Administration from disclosing certain
records; providing for certain exceptions; prohibiting
certain insurers from considering a certain first offense of
driving or attempting to drive under certain conditions
involving alcohol for certain purposes; excepting a
