[(i)] (K) The Program shall be administered to the maximum
extent possible in conjunction with federal programs assisting
rehabilitation of housing, so as to insure maximum utilization of
available federal funds.
[(j)] (L) The Program shall be administered, to the maximum
extent possible, consistently with locally approved plans or
programs of concentrated neighborhood revitalization.

(b) The Department shall operate the Program and make loans
[from the fund] for rehabilitation projects to nonprofit sponsors
under the provisions of this subtitle.

(a) (1) [The] THERE IS A Lead Paint Abatement Program [is
created] within the Maryland Housing Rehabilitation Program.
(2) There is a Radon Gas and Asbestos Abatement Pilot
Program within the Lead Paint Abatement Program.
(b) The Department shall operate the Program and make loans
for rehabilitation projects for radon gas, asbestos, and lead
paint abatement [from the fund under the provisions of this
subtitle], WHICH LOANS MAY INCLUDE THE COST OF ANY TESTING WHICH
HAS IDENTIFIED THE NEED FOR LEAD PAINT ABATEMENT.

(a) The Livability Code Rehabilitation Program is created
within the Maryland Housing Rehabilitation Program.
(b) The Department shall operate the Program and make loans
from the fund for a rehabilitation project which brings a
building into conformance with a minimum livability code.
(c) To qualify for a livability code rehabilitation loan,
an owner of a building:
(1) Must reside in the building and be a family of
limited income, or must rent at least two-thirds of the dwelling
units in the building to families of limited income.
(2) Must submit to the Department a proposal to bring
the building into conformance with the minimum liavability code;
and
(3) Must demonstrate that the building is in a
political subdivision that:
