AN ACT concerning

Rental Housing Production Program

FOR the purpose of modifying the definition of "rental housing
production project"; authorizing the Department of Housing
and Community Development to transfer money from the Rental
Housing Programs Fund to certain other funds upon certain
conditions; removing provisions relating to the Rental
Housing Programs Fund and adding provisions relating to the
Rental Housing Programs Fund; changing certain references
from nonprofit organizations to nonprofit sponsors; defining
"nonprofit sponsor"; making certain provisions of this Act
subject to certain contingencies; adding certain reporting
requirements; and generally relating to the Rental Housing
Production Program and the Rental Housing Programs Fund.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(a)  In this subtitle the following words have the meanings
indicated.

(b)   "Development costs" means the costs incurred for the
construction or rehabilitation of a rental housing production
project including the costs of:

(1) Necessary studies, surveys, plans, and
specifications;
