148.

(d-2) (1) In Worcester County as of July 1, 1971, the
Governor will appoint three persons who will constitute the board
of license commissioners for the county, who will hold office for
terms of two years each. The appointments are subject to
confirmation by the Senate of Maryland. However, on July 1, 1977,
at the end of the present terms, one member shall be appointed
for two years, one member for three years and one member for four
years. At the expiration of their respective terms they or their
successors shall be appointed for terms of four years each. One
of the members of the board will be designated as its chairman.

(2) (I) IN ADDITION TO THE REGULAR MEMBERS APPOINTED
TO THE BOARD, THE GOVERNOR SHALL APPOINT AN ALTERNATE BOARD
MEMBER.

(II)  THE ALTERNATE BOARD MEMBER'S TERM SHALL
RUN CONCURRENTLY WITH THE TERM OF THE REGULAR MEMBERS.

(III)  THE ALTERNATE BOARD MEMBER SHALL SERVE ON
THE BOARD IN THE ABSENCE OF A QUORUM OF THE REGULAR MEMBERS DUE
TO ILLNESS OR CONFLICT OF INTEREST.

(IV)  WHEN SERVING ON THE BOARD, THE ALTERNATE
BOARD MEMBER HAS ALL OF THE POWERS AND DUTIES OF A REGULAR BOARD
MEMBER.

(w) In Worcester County:

(1)     [, the] THE REGULAR members of the board of
license commissioners shall receive an annual salary as
determined by the county commissioners but no less than:

[(1)] (I) Chairman---$2,500 per year; AND

[(2)] (II) Each REGULAR member---$2,100 per year; AND

(2)  THE ALTERNATE MEMBER OF THE BOARD SHALL RECEIVE
COMPENSATION, AS DETERMINED BY THE COUNTY COMMISSIONERS, FOR
SERVICES WHEN ACTING ON THE BOARD.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.
