(2)  The bonds issued to evidence this loan or installments
thereof may be sold as a single issue, or may be consolidated and
sold as a part of a single issue of bonds under § 8-122 of the
State Finance and Procurement Article.

(3)  The actual cash proceeds of the sale of the bonds shall
be paid to the Treasurer and shall be first applied to the
payment of the expenses of issuing, selling, and delivering the
bonds unless funds for this purpose are otherwise provided and
thereafter shall be credited on the books of the Comptroller and
expended, upon approval by the Board of Public Works, for the
following public purposes, including any applicable architects'
and engineers' fees: to provide financial assistance to State and
local governmental entities for the acquisition, construction,
equipping, rehabilitation, and improvement of water supply
facilities under the provisions of Chapter 306 of the Acts of
1982 and in accordance with the rules and regulations of the
Secretary of the Environment set forth in the Code of Maryland
Regulation Regulations (COMAR) 26.03.09.

(4)  An annual State tax is imposed on all assessable
property in the State in an rate and amount sufficient to pay the
principal of and interest on the bonds as and when due and until
paid in full, such principal to be discharged within 15 years
after the date of issue of the bonds.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1989.

AN ACT concerning

Worcester County - Alcoholic Beverages -
Caterer's License

FOR the purpose of authorizing the Worcester County Board of
License Commissioners to issue a caterer's alcoholic
beverages license to a holder of a Class B beer, wine and
liquor license; providing for the scope of this license;
prohibiting a license fee from being charged; providing for
the hours and days of operation under this license;
providing that a caterer's alcoholic beverages license may
be issued in addition to certain Class B licenses; and
