constitute a first lien; requiring the County Commissioners
to establish certain minimum response criteria; permitting
requiring the County Commissioners to regulate certain fire
and rescue services, procedures, and standards; altering
certain powers of incorporated municipalities in the County
with regard to fire and rescue services; providing for an
emergency effective date; defining certain terms; and
generally relating to fire and rescue services in Frederick
County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 11 - Frederick County

2-8-3.

(a) The board of county commissioners annually [shall] MAY
impose on the assessable property of the county a tax to provide:

(1)  The sum of not less than $15,000 for:

(i) Each county volunteer fire company that
provides emergency fire services; and

(ii) Each volunteer rescue or ambulance company
that provides emergency ambulance services from a facility not
also used by a county volunteer fire company as described in this
subsection; and

(2)  The sum of not less than $6,000 for:

(i) Each county volunteer fire company that
provides emergency ambulance service; and

(ii) Each volunteer rescue or ambulance company
that provides emergency ambulance services from a facility also
