(2) (I) In Baltimore City the local director shall be

system list under the provisions of Article 64A of this Code, as
submitted by the State Administration] APPOINTED BY THE SECRETARY
OF HUMAN RESOURCES. , FROM A LIST OF NO MORE THAN 3 CANDIDATES
RECOMMENDED TO THE SECRETARY BY THE MAYOR OF BALTIMORE CITY.-----

(II) IN BALTIMORE CITY THE LOCAL DIRECTOR MAY
BE REMOVED BY THE SECRETARY WITH THE CONCURRENCE OF THE MAYOR.

SECTION 2. AND BE IT FURTHER ENACTED, That it is the intent
of the General Assembly to include the Baltimore City local
director in the Executive Pay Plan at a level no lower than grade
(ES) 5, Step 1 for fiscal Year 1990.

SECTION 2 3. AND BE IT FURTHER ENACTED, That this Act

shall take effect July 1, 1989 is an emergency measure, is

necessary for the immediate preservation of the public health and
safety, has been passed by a yea and nay vote supported by

three-fifths of all of the members elected to each of the two

Houses of the General Assembly, and shall take effect from the
date it is enacted.

(Senate Bill 447)

AN ACT concerning

Vehicle Laws - Guaranteed Arrest Bond Certificate

FOR the purpose of altering the maximum amount of a certain fine
or forfeiture that is required to be paid by a surety
company and issuer of certain guaranteed arrest bond
certificates; and altering the maximum amount of a surety
undertaking or bail bond requirement for which certain
guaranteed arrest bond certificates may be accepted.
