Board of Public Works has final approval authority over all
financial assistance provided under this Act.

(i) For purposes of procuring goods or services with
funds received under this Act, a municipality shall not be deemed
to be a unit of State government.

(j) Any federal grant that is available for work
proposed in an application for financial assistance under this
Act shall be applied first to the cost of the proposed work. The
percentage of State financial assistance otherwise available
under this Act shall be applied against the eligible costs
remaining after the federal grant is applied.

(k) Each recipient of financial assistance under this
Act shall comply with all applicable federal and State laws,
regulations, orders, and permit conditions pertaining to air and
water quality waste management.

(6) An annual State tax is imposed on all assessable
property in the State in rate and amount sufficient to pay the
principal of and interest on the bonds, as and when due and until
paid in full. The principal shall be discharged within 15 years
after the date of issue of the bonds.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1989.

AN ACT concerning

Creation of a State Debt - Comprehensive
Flood Management Loan of 1989

FOR the purpose of authorizing the creation of a State Debt in
the amount of $4,000,000 the proceeds to be used for by the
Department of Natural Resources to make grants under the
Comprehensive Flood Management Grant Program; and providing
generally for the issue and sale of bonds evidencing the
loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
