AN ACT concerning

Creation of a State Debt - General Construction Loan of 1989

and the General Construction Loans of 1980,

1983, 1984, 1985, 1987, and 1988

FOR the purpose of authorizing the creation of a State debt in
the amount of One Hundred Twenty Eight Million Two Hundred
Seventy Six Thousand Dollars ($128,276,000) One Hundred
Twenty-One Million One Hundred Eighty Six Thousand Five

Hundred Twenty Five Dollars ($121,186,525) One Hundred

Nineteen Million Six Hundred Ninety-Three Thousand Seven
Hundred Seventy-five Dollars ($119,693,775) the proceeds to
be used for certain necessary building, construction,
demolition, planning, renovation, conversion, replacement,
and equipment purposes of this State and for acquiring
certain real estate in connection therewith, and for grants
to certain subdivisions and other organizations for certain
purposes; providing generally for the issuance and sale of
bonds evidencing the loan; amending Chapter 693 of the Acts
of 1980, the General Construction Loan of 1980, as amended
by Chapter 542 of the Acts of 1988, the General Construction
Loan of 1988, to correctly indicate the amount of funds to
be used for handicapped accessibility at statewide
facilities; amending Chapter 670 of the Acts of 1983, the
General Construction Loan of 1983, to permit funds
appropriated for the conversion of office space to
laboratory space at Ped +1 of the Central Laboratory of the
O'Conor Building, to also be used for the conversion of
office space to laboratory space at Ped +2 of the Central
Laboratory at the O'Conor Building, and to increase the
gross square footage of the multi-purpose/office building at
Doncaster State Forest from 7,000 gross square feet to 8,600
gross square feet; amending Chapter 82 of the Acts of 1984,
the General Construction Loan of 1984, to permit funds
appropriated for the purchase of capital equipment at Youth
Centers to be used to construct a classroom building at
Doncaster State Forest Youth Center; amending Chapter 125 of
the Acts of 1985, the General Construction Loan of 1985, to
permit funds appropriated for the construction of a
wastewater treatment plant at Bowie State College to be used
