(XI) THE SHORT-RANGE AND LONG-RANGE OBJECTIVES
FOR THE RESOLUTION OF THE PROBLEM OF SUBSTANCE ABUSE BY
ELEMENTARY AND SECONDARY SCHOOL STUDENTS; AND
(XII) THE SHORT-RANGE AND LONG-RANGE OBJECTIVES
FOR THE RESOLUTION OF THE PROBLEMS OF YOUTH AND TEENAGE
PREGNANCY.
SECTION 2. AND BE IT FURTHER ENACTED, That the reduction of
the term of service for members of the State Board does not apply
to the incumbents.
SECTION 3. AND BE IT FURTHER ENACTED, That the terms for
the 4 2 new members will commence on July 1, 1989 and will be
staggered as required by the terms of the members serving on the
State Board as of July 1, 1989.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning
Prepayment of Subsidized Mortgages -
Assisted Housing Preservation
FOR the purpose of providing certain measures to assist in
reducing the hardships from the displacement of low and
moderate income individuals currently residing in certain
federally assisted housing projects in the State; assisting
in preserving the availability and affordability to such
individuals of such federally assisted housing; establishing
that the provisions of this Act shall apply to owners who
prepay in full certain federally assisted mortgages
financing an assisted project, or terminate, fail to renew
or permit the expiration of certain federal rental
assistance to an assisted project, or sell or convey an
assisted project under certain circumstances; establishing
notice requirements prior to a protected action; requiring
the owners to provide funds for relocation costs and lease
extensions to each assisted household following a protected
action, and if the assisted project is to be conveyed, to
