SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
not affect, in any way, Division II of the State Finance and
Procurement Article.

SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

(House Bill 562)

AN ACT concerning

Higher Education - Private Donation Incentive Program

FOR the purpose of establishing a Private Donation Incentive
Program; setting forth how a certain match will be
determined and certain payments made; requiring that the
payments to certain institutions not exceed a certain
amount; establishing certain eligibility criteria; requiring
certain foundations to provide certain information annually;
defining certain terms; providing for the application of
certain funds; requiring the State to meet a certain
maintenance of effort requirement; prohibiting certain funds
from being included in the computation of a certain type of
aid; providing for the administration of a certain program;
terminating a certain program after a certain date; and
generally relating to a Private Donation Incentive Program
for higher education institutions.

BY repealing and reenacting, with amendments,
