(1)  the governing body of the political subdivision
where the real property is located approves an agreement between:

(i) the political subdivision and the owner for
real property described in subsection (a)(2)(i)l A and B and
(a)(2)(ii)l B of this section; or

(ii) the county and, where applicable,
municipal corporation and the owner for real property described
in subsection (a)(2)(i)l C and (a)(2)(ii)l A of this section; and

(2)  under the agreement the owner pays the political
subdivision or the county and, where applicable, municipal
corporation a negotiated amount in lieu of the property tax.

(d) Except as provided in subsection (e) of this section,
of the proceeds collected annually from the additional fees
charged under this section:

(1)  The first $150,000 shall be paid into a special
fund administered by the Maryland Higher Education Commission for
use in the medical, dental, legal, nursing, and pharmaceutical
scholarship programs provided by this State; and

(2)  The next $200,000 shall be used solely for the
purposes of the scholarship program authorized by Sections
18-1101 through 18-1105 of the Education Article of the Code; and

(3)  Except as otherwise provided by law, any balance
shall be paid directly into the general funds of this State.
