and all members shall serve without compensation. The Commission
shall file with the County Commissioners no less often than
annually a comprehensive report covering its activities.

C.  The County Commissioners may provide for and appropriate
funds for administrative support to the Commission to accomplish
the requirements of this section.

D.  DURING THE INVESTIGATION OF ANY COMPLAINT, AND UNTIL THE
COMPLAINT REACHES THE STAGE OF PUBLIC HEARINGS, THE ACTIVITIES OF
ALL MEMBERS OF THE COMMISSION AND COMMISSION EMPLOYEES CONCERNING
THE COMPLAINT SHALL BE CONDUCTED IN CONFIDENCE AND WITHOUT
PUBLICITY. THE COMMISSION SHALL HOLD CONFIDENTIAL ANY
INFORMATION CONCERNING THE COMPLAINT, INCLUDING THE IDENTITY OF
THE COMPLAINANT AND RESPONDENT, EXCEPT THAT:

(1)  ANY INFORMATION MAY BE RELEASED AT ANY TIME IF
THE RELEASE HAS BEEN AGREED TO IN WRITING BY BOTH COMPLAINANT AND
RESPONDENT; AND

(2)  THE IDENTITY OF THE COMPLAINANT MAY BE DISCLOSED
TO THE RESPONDENT AT ANY TIME.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1989.

AN ACT concerning

Somerset County - Tax Exemptions for Manufacturing Businesses

SC-5

FOR the purpose of permitting, rather than mandating, that
Somerset County tax exemptions for the encouragement of
local industries be renewed, subject to reapplication and
approval by the County Commissioners.

BY repealing and reenacting, with amendments,
