LAWS OF MARYLAND

comprehensive [program of] public [recreation in schools, parks
or other lands or buildings, either publicly or privately owned]
PARK SYSTEM. It may further develop, equip, operate, maintain
and issue permits for the use of any facilities made available to
the Board and may make charges where appropriate.

F.  The control of any land, buildings or other acceptable
facilities shall be in accord with agreements reached between the
Board and the person, corporation or agency having jurisdiction
over such properties. No owner or authority conferred by this
chapter shall be construed to abridge or limit the power of the
County Commissioners, the Board of Education or of any
governmental agency or of any person or corporation to refuse to
permit or to limit the use of any ground, building or facility
under its control, ownership or jurisdiction.

G.  All purchases [in excess of two thousand five hundred
dollars ($2,500.)] by the Board of Parks [and Recreation] shall
be made in accordance with rules and regulations established by
the County Commissioners.

H. [Employment of Director and other . personnel;
applicability of county policies and procedures. The Board shall
employ a Director of Parks and Recreation, subject to the
approval of the County Commissioners, who shall be a person with
the training, experience and capacity to initiate and maintain a
program of public recreation under his general supervision, and
he shall serve at the pleasure of the Board. The salaries of all
personnel shall be fixed by the Board and approved by the County
Commissioners. All personnel of the Department shall be governed
by the county policies and procedures unless otherwise authorized
by the County Commissioners. The Board will be notified as to
the implementation of such policies and procedures and given an
opportunity to comment on such actions.

I.] The Board shall submit to the County Commissioners an
annual report of its activities, together with recommendations
for further activities and development of the county [recreation]
PARK program. An annual budget shall be submitted to the County
Commissioners each year. The records of the Board are public.
The County Commissioners or their agents shall conduct an annual
audit of the books and records of the Board.

[J.] I. The County Commissioners, by and through the Board
of Parks [and Recreation], may join or cooperate with the federal
government, the State of Maryland, any municipality, any other
governmental agency or any citizen group in providing,
establishing, conducting and maintaining [recreation centers,
playgrounds,] parks [and other recreation facilities and
activities]. The Board shall cooperate with the Charles County
Board of Education for the purpose of acquiring and using
properties by either Board for the joint use of both Boards.
