SECTION 25. AND BE IT FURTHER ENACTED, That the initial
overall plan required to be adopted by the Board of Regents of
the University of Maryland System under [§ 12-1069(a)] §
12-106(A) of the Education Article, as enacted by this Act, shall
be prepared by the Board by July 1, 1989.

SECTION 32. AND BE IT FURTHER ENACTED, That the State
Scholarship Administration shall conduct a study on the need for
expanding the priority for participation in the Loan Assistance
Repayment Program, beyond legal services, to other public
nonprofit sector services for which there is a shortage of
professionals, including, but not limited to: social work,
nursing, and teaching. The Administration shall report its
[fundings] FINDINGS to the General Assembly by January 1, 1989.

Chapter 247 of the Acts of 1988

SECTION 2. AND BE IT FURTHER ENACTED, That all persons who

are, as of [_______, 198_] JULY 1, 1988, classified employees of

the Department of Health and Mental Hygiene and whose positions
are transferred to the Department of Human Resources by this Act
are hereby transferred to the Department of Human Resources,

effective [_______, 198_] JULY 1, 1988, without any change or

loss of rights or status, and shall retain their merit system and
retirement system status, except as otherwise specifically
provided in this Act.

SECTION [2.] 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1988.
