16-113.1.

(a) Upon meeting the requirements set forth in §
16-111.2(a) of this subtitle, the holder of a learner's permit
shall be issued a provisional driver's license as authorized in
[§ 16-113(c)] § 16-113(D) of this subtitle.

(i) A driver's license issued before July 1, 1988 to a
driver under the age of 21 years that expires before the driver's
21st birthday[,] may be renewed, on payment of a $2 fee, for a
period not to exceed 60 days after the licensee's 21st birthday.

(b) In addition to any remedies otherwise available at law,
a violation of this section shall be an unfair and deceptive
