(A)  Except for real property that is acquired by gift,
before any real property is acquired from a private owner, the
Board of Public Works shall obtain 2 independent appraisals of
the property.

(B)  THE BOARD OF PUBLIC WORKS SHALL ADOPT REGULATIONS, IN
ACCORDANCE WITH TITLE 10, SUBTITLE 1 OF THE STATE GOVERNMENT
ARTICLE, TO CARRY OUT THIS SECTION.

(c)  A member of the security force has the same powers as a
sheriff or police officer under Article 27, [§ 594B(f)] § 594(G)
§ 594B(G) of the Code only if the member:

(1)  meets the legal requirements set forth by the
Maryland Police Training Commission; and

(2)   is designated by the Department as a police
officer.
