(a) Except as otherwise provided in this section, the court
may award costs under this subtitle in accordance with [Maryland
Rule 604] THE MARYLAND RULES.

Rules effective July 1, 1984.

5-1103.

(a) All proposals for funding received under this subtitle
designed to address the prevention of child alcohol and drug
abuse shall be reviewed by a selection committee composed of the
following members:

(1)  2 persons designated by the Secretary of Health
and Mental Hygiene, of which 1 person shall have prior experience
in local community alcohol and drug abuse prevention programs;

(2)  2 persons designated by the State Superintendent
of Schools, of which 1 person shall have prior experience in
local community alcohol and drug abuse prevention programs;

(3)  the Chairman of the [Governor's Advisory Council
on Alcoholism Control or a designee of the Chairman from the
Council;

(4)  the Chairman of the Governor's Advisory Council
on] STATE ADVISORY COUNCIL ON ALCOHOL AND Drug Abuse, or a
designee of the Chairman from the Council; and

[(5)] (4) the Director of the Office for Children and
Youth, who shall serve as chairman of the committee.
