(8) Participate with municipal governments, counties,
regional governments, organizations, and the federal government
in the development, financing, and implementation of a program
designed to build the management capabilities of municipal
governments by supplying needed managerial expertise through
circuit riding managers to municipalities which meet the
following requirements:

(i) An inability to afford a full-time
qualified staff; and

(ii) A willingness and ability to contribute
[pro-rata] PRO RATA shares of the cash or in-kind matching
requirements of the specific project;

(c) Subject to the rules and policies set forth by the
Commissioners and the administrative supervision of the Secretary
in accordance with [§§ 1-102, 1-103, and 1-106] §§ 1-201, 1-202,
AND 1-205 of this article, the director shall:

(1)  Be the chief administrative officer of the
Commission;

(2)  Direct, administer, and supervise the activities
of the Commission; and

(3)  Supervise the appointment and removal of
personnel employed by the Commission.
