(1)  Removal from the program;

(2)  After an administrative hearing, cancellation of
any earned diminution of sentence; and

(3)  For willful failure to return to the assigned
detention facility in violation of any rule or regulation adopted
under this subsection, prosecution under § 139 of this article.

(e) In the event of any violation of trust or conditions
prescribed by the supervisor, for conduct and employment, a
prisoner may be removed from the program and any earned
diminution may be cancelled. Failure of a prisoner to comply
with the terms of his authorization for leave shall be considered
as a violation of the [provision] PROVISIONS of § 139 of this
article.

(c)  (1) Notwithstanding any provision of this article or
any other law to the contrary, and except as provided in
paragraph (2) of this subsection, a sentence by any judge to the
jurisdiction of the Division shall comply with the following
stipulations:

(ii) As of January 1, 1988, no sentence shall
be for less than 12 months; AND

(d)  (3) Each year, the Secretary shall certify to the State
Comptroller:

(i) On or before September 30, December 31,
[March 31] MARCH 31, and [June 30] JUNE 30, one-fourth of the
amount estimated to be the amount due the counties and Baltimore
City under the provisions of this section[.];

(ii) Any discrepancy between the payments made
and the actual required reimbursement for the preceding fiscal
year should be compensated for in the September payment[.]; AND
