competitively bid; (5) increasing the value of contracts that may
be negotiated; and providing for civil penalties.

The Minority Business Enterprise Commission

FOR the purpose of creating a Minority Business Enterprise
Commission; specifying the composition and terms of the
membership of the Commission; providing for the powers and duties
of the Commission; providing for the filing of complaints and
conduct of hearings thereon; and empowering the Commission to
promulgate certain rules and regulations, to monitor County
procurement practices and to recommend charges in County policy,
procedures and laws that affect procurement from minority owned
business.
