AN EMERGENCY ACT concerning

Stormwater Management District

FOR the purpose of establishing a Stormwater Management
District, imposing a Stormwater Management Tax and establishing a
Stormwater Management fund in order to provide for stormwater
management by the County.

Floodplain and Stormwater Management Regulations

FOR the purpose of assigning the floodplain and stormwater
management functions of the Department of Public Works and
Transportation and of the Washington Suburban Sanitary Commission
to the Department of Environmental Resources; clarifying the
regulations concerning modification of Federal Emergency
Management Agency and County designated floodplains; specifying
County fees for stormwater management plan review and fee-in-lieu
of construction; and clarifying other stormwater and floodplain
management requirements.
