the Charter. This amendment shall provide that for the purpose
of determining whether refunding bonds issued by the Town are
within applicable debt limitations and for the purposes of
computing or applying such debt limitations, the amount of bonds,
notes or other evidences of indebtedness refunded or to be
refunded shall be subtracted from, and the amount of refunding
bonds issued or to be issued shall be added to, the aggregate of
the outstanding bonds, notes and other evidences of indebtedness
issued by the Town.
