WILLIAM DONALD SCHAEFER, Governor

(d)  Secretary, Department of State Planning;

(e)  Secretary, Department of Economic and
Employment Development; [and]

(F) SECRETARY, DEPARTMENT OF HOUSING AND COMMUNITY
DEVELOPMENT; AND

[(f)] (G) Commissioner, Labor and Industry.

(4)  The Governor shall appoint the Chairperson of the
Advisory Council.

(5)  The governor may remove any member of the Council
for any cause adversely affecting the member's ability or
willingness to perform his or her duties.

(6)  In the event of vacancy, the Governor shall appoint
a successor for the remainder of the life of the Advisor
Council.

(7)  A majority of the Advisory Council shall constitute
a quorum for the transaction of any business. The Advisory
Council may adopt such other procedures necessary to ensure
the orderly transaction of business.

(8)  The members of the Advisory Council may not receive
compensation for their services. The members may be
reimbursed for their reasonable expenses incurred in the
performance of duties, in accordance with the standard
travel regulations, and as provided in the State budget.

(9)  The Secretary of Economic and Employment
Development shall provide staff support necessary for the
completion of the Advisory Council's duties and as provided
in the State budget. Supervision of the staff shall be
provided by the Advisory Council.

C. Duties and Responsibilities of the Advisory Council.

The Advisory Council shall have the following duties and
responsibilities.

(1)  The Advisory Council shall assist the governor in
developing the necessary State strategy to allow for a
healthy and an expanding construction industry.

(2)  The advisory council shall evaluate and review
State and local problems besetting the construction industry
and shall recommend to the Governor policies and effective
measures to provide solutions to construction industry
impediments.

(3)  The Council shall submit such periodic reports on
