EXECUTIVE ORDERS

GOVERNOR'S OFFICE OF JUSTICE ASSISTANCE AND
GOVERNOR'S ADVISORY BOARD FOR JUSTICE ASSISTANCE

WHEREAS, The Governor's Commission on Law Enforcement and
Administration of Justice was created by Executive Order in
June, 1967; and

WHEREAS, The composition and functions of the Commission were
revised by Executive Orders of April 14, 1969, June 5, 1969,
January 15, 1971, April 14, 1975, November 13, 1978,
December 21, 1978, February 4, 1982, June 26, 1984 and
January 24, 1987.

WHEREAS, Certain substantive refinements to the Order will
improve and better assist in achieving the goal of more
effective State assistance in the administration of justice.

NOW, THEREFORE, I, WILLIAM DONALD SCHAEFER, GOVERNOR OF THE STATE
OF MARYLAND, BY VIRTUE OF THE AUTHORITY VESTED IN ME BY THE
CONSTITUTION AND LAWS OF MARYLAND, HEREBY PROMULGATE THE
FOLLOWING EXECUTIVE ORDER AMENDING EXECUTIVE ORDER
01.01.1987.05, EFFECTIVE IMMEDIATELY:

A. Governor's Office of Justice Assistance.

(1)  Creation and Composition.

(a)  The Office of Justice Assistance is created as
a unit within the Executive Department.

(b)  The Office shall be headed by an Executive
Director appointed by the Governor, to serve at his
pleasure. The Executive Director is responsible directly to
the Governor or his designee and shall receive the salary
provided for in the State budget. The Executive Director is
responsible for the daily operation and administration of
the Office.

(2)  Duties and Powers of Executive Director. The
Executive Director has the following powers, duties and
responsibilities;

(a) The Executive Director shall:

(i) Be responsible for the development of
comprehensive planning and the administration and monitoring
of new and existing funds, grants, and services authorized
and appropriated under Federal Legislation for programs in
the area of the administration of justice;

(ii) With regard to the federal programs the
office selects to administer and monitor, review and act
upon all requests for funds, grants, and services subject to
representative discussion and consultation with the
