WILLIAM DONALD SCHAEFER, Governor

(j) All insurers or self-insurers shall submit
to the Commission the rehabilitation progress report form as
prescribed by the Commission pertaining to any employee who has
received temporary total disability benefits for a continuous
period of 6 months. Thereafter, insurers and self-insurers shall
provide the Commission with further rehabilitation progress
reports at 120-day intervals or sooner as requested by the
Commission. If the Commission finds that any insurer or
self-insurer has failed to file such records within the time
prescribed by this subsection, the Commission may assess against
the party a fine not to exceed $500.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 753.

This bill requires institutions to test donors of semen, blood,
or tissue specimens for human immunodeficiency virus antibodies.

House Bill 712, which was passed by the General Assembly and
signed by me on May 27, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 753.
