Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 727.

This bill allows the State Comptroller to exempt specified
licensed cigarette distributors from posting security for the
tobacco tax.

House Bill 1353, which was passed by the General Assembly and
signed by me on May 27, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 727.

AN ACT concerning

Tobacco Tax - Exemption from Bond Security Requirement

FOR the purpose of prohibiting the Comptroller from requiring
certain licensed cigarette distributors to post-security for
the tobacco tax authorizing the Comptroller to exempt
certain licensed cigarette distributors from posting certain
security for the tobacco tax; prohibiting the Comptroller
from exempting certain licensed cigarette distributors from
posting security for the tobacco tax; making certain
officers of a corporation personally liable for any tobacco
tax, interest and penalties owed by the corporation under
certain circumstances; providing for the effective date and
application of this Act; and generally relating to an
exemption from tobacco tax bond security requirements for
certain licensed cigarette distributors.
