Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 320.

This bill requires the Secretary of Health and Mental Hygiene to
adopt regulations governing certain medical laboratories, and
requires that the regulations include restrictions and
requirements with respect to practices of cytotechnologists,
cytopathologists, and cytology laboratories.

House Bill 1293, which was passed by the General Assembly and
signed by me on May 27, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 320.

Pap Smear Test - Medical Labs - Regulations

FOR the purpose of requiring the Secretary of Health and Mental
Hygiene to adopt regulations governing certain medical

laboratories; establishing a requirement that a

cytotechnologist not examine more than a certain number of

slides per day; requiring a cytotechnologist to step

examining slides for a certain period during the work day;
