(f) Whenever the Commission shall find that public
convenience and necessity require the interconnection of the
radio communication facilities of a certificated radio common
carrier with the telephone facilities of a land line telephone
utility serving all or part of the certificated territory of the
radio common carrier, and that the radio common carrier and land
line telephone utility have failed to agree upon such
interconnection or the terms and conditions or compensation for
the same, the Commission may order that such interconnection be
permitted and prescribe a reasonable compensation and reasonable
terms and conditions for the interconnection.]

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.

Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 99.

This bill repeals the sunset date for the Health Resources
Planning Commission and the Health Services Cost Review
Commission that allows each to continue to assess and collect
user fees from those facilities under their jurisdiction.

House Bill 290, which was passed by the General Assembly and
signed by me on May 17, 1988, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 99.
