RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable William
Donald Schaefer, Governor of Maryland; the Honorable Thomas V.
Mike Miller, Jr., President of the Senate of Maryland; the
Honorable R. Clayton Mitchell, Jr., Speaker of the House of
Delegates; and the Honorable Martin Walsh, Secretary of the
Environment, 201 W. Preston Street, Baltimore, MD 21201.

(Senate Joint Resolution No. 38)

A Senate Joint Resolution concerning

U.S. Coast Guard Yard
Curtis Bay, Maryland

FOR the purpose of supporting the Maryland Congressional
Delegation's efforts in preventing the closing of the U.S.
Coast Guard Yard, Curtis Bay, Maryland.

WHEREAS, The Coast Guard presence on the Chesapeake Bay is
of great benefit to Maryland and the United States in terms of
its shipbuilding and repair operations; and

WHEREAS, It has been announced that the Coast Guard will

phase out its shipbuilding and repair operations at its Curtis

Bay Ship Yard, a move that will eliminate 679 civilian and
military jobs; and

WHEREAS, That budget cut will necessitate an overall
reduction in spending by the U.S. Coast Guard of 55 percent; and

WHEREAS, That 55 percent reduction will greatly diminish the
number of personnel and equipment available to perform lifesaving
search and rescue operations; and

WHEREAS, That reduction also means a significant decline in
the number of patrols intended to interdict the flow of drugs
into our State; and

WHEREAS, There does not exist any better alternative means
of conducting search and rescue operations, or of conducting drug
interdiction patrols; and

WHEREAS, The U.S. Coast Guard Yard in Curtis Bay will be one
of the facilities that will be closed in order to accommodate the
budget short fall; and
