JOINT RESOLUTIONS
RESOLVED, That in preparing the study the Department shall
be guided by evaluate the need to:
(1) Identify chemically hypersensitive persons to
document their needs and to develop a plan for necessary services
and research programs;
(2) Develop a statewide clearinghouse for centralized
access to information, referrals, and advocacy;
(3) Provide assistance to individuals in securing-
information, legal and referral services, financial and medical
consultation, housing, and long-term planning support services;
(4) Identify an organization to act as a liaison with
various local, State, and federal agencies;
(5) Provide research grants and assist in the
development of accurate, reliable, rapid -and relatively
inexpensive, nonintrusive methods of diagnostic testing and
screening, with special emphasis on the study of enzyme
deficiencies, neurotoxicity, hematology, immune dysregulation,
and the effects of inhalants on brain function, and other areas
specifically related to chemical sensitivity;
(6) Facilitate cooperation among researchers and
service program organizations in this and other states;
(7) Foster a uniform terminology and nomenclature,
data collection, epidemiological studies, and the development of
appropriate treatment modalities;
(8) Promote interdisciplinary conferences for
scientists, clinicians, chemically sensitive individuals, service
providers, advocacy organizations, and educational institutions
in order to enhance the exchange of information and to facilitate
better understanding of chemically induced diseases and
hypersensitive reactions; and
(9) Develop a variety of educational and training
materials for persons and professionals, including, but not
limited to, chemically hypersensitive persons, medical
practitioners, advocacy and support organizations, and
educational and research institutions; and be it further
RESOLVED, That the Department of the Environment report the
findings and recommendations of the study to the Governor and the
General Assembly by January 1, 1989; and be it further
RESOLVED, That in conducting the study the Department of the
Environment may not expend more than $7,335; and be it further
