(b) (1) [For] SUBJECT TO THE LIMITATIONS UNDER PARAGRAPHS
(1) AND PARAGRAPH (2) OF THIS SUBSECTION, FOR fiscal year [1983]
1989 1990 and every year thereafter the amount of the grant shall
be equal to the amount of the grant for the previous year
increased by the [lesser of
(1) 8 percent; or
(2) The] SAME PERCENTAGE AS THE increase in the
private transportation category of the Consumer Price Index [for
the Baltimore area during] FOR ALL URBAN CONSUMERS, FOR THE
BALTIMORE METROPOLITAN AREA, AS OF JULY OF the second fiscal year
[before the fiscal year for which the State aid under this
section is made] PRECEDING THE YEAR FOR WHICH THE AMOUNT IS BEING
CALCULATED.
(2) THE INCREASE IN THE AMOUNT OF THE GRANT MAY NOT
BE LESS THAN 3 PERCENT NOR MORE THAN 8 PERCENT OF THE AMOUNT OF
THE GRANT FOR THE PREVIOUS YEAR.
(C) FOR FISCAL YEAR 1989 AND EVERY YEAR THEREAFTER, IN
ADDITION TO THE GRANT PROVIDED UNDER SUBSECTIONS (A) AND (B) OF
THIS SECTION, A HANDICAPPED STUDENT TRANSPORTATION GRANT SHALL BE
DISTRIBUTED TO EACH COUNTY BOARD WHICH, IN THE SECOND SCHOOL YEAR
PRECEDING THE YEAR OF THE GENERAL TRANSPORTATION GRANT,
TRANSPORTED MORE HANDICAPPED STUDENTS THAN THE NUMBER TRANSPORTED
IN THE 1980-1981 SCHOOL YEAR. THE AMOUNT OF THE GRANT TO EACH
BOARD SHALL BE:
(1) IN FISCAL YEAR 1989;
