(Senate Bill 782)

AN ACT concerning

Baltimore and Prince George's Counties - Public
Libraries - Fees for Video Cassettes

FOR the purpose of authorizing boards of library trustees of
public libraries in the State Baltimore and Prince, George's
Counties to permit libraries in those counties to charge
fees for video cassettes.

BY repealing and reenacting, with amendments,

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article - Education

23-305.

(b) (1) [Each] EXCEPT AS PROVIDED IN PARAGRAPH (2) OF THIS
SUBSECTION, EACH board of library trustees:

[(1)] (I) Shall establish and operate the library to
provide free [service] SERVICES to residents of the county in
which it is located; and

[(2)] (II) May permit persons outside of the county
to use the library facilities on the terms and conditions it
determines.

(2) A IN BALTIMORE AND PRINCE GEORGE'S COUNTIES, THE
BOARD OF LIBRARY TRUSTEES MAY PERMIT THE A LIBRARY TO CHARGE FEES
FOR THE RENTAL OF VIDEO CASSETTES.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1988.
