WILLIAM DONALD SCHAEFER, Governor Ch. 758

contrary in this Act, a person or organization who was originally
certified under a provision of law that has been deleted by this
Act as obsolete, continues to meet the requirements to the same
extent as if that provision had not been deleted.

SECTION 7. AND BE IT FURTHER ENACTED, That all employees of
the Alcoholism Control Administration and Drug Abuse
Administration shall be transferred to and become employees of
the Addictions Services Alcohol and Drug Abuse Administration
without any diminution in salary or benefits; all property,
funds, assets, liabilities, contracts, documents, and records of
the Alcoholism Control Administration and Drug Abuse
Administration shall be transferred to and become the property,
funds, assets, liabilities, contracts, documents, and records of
the Addictions Services Alcohol and Drug Abuse Administration;
all references in the Annotated Code of Maryland and any other
law, ordinance, bylaw, rule, regulation, order, directive, or
document to the Alcoholism Control Administration and the Drug
Abuse Administration shall be deemed to refer to the Addictions
Services Alcohol and Drug Abuse Administration created by this
Act; and all rules, regulations, orders, and directives of the
Alcoholism Control Administration and the Drug Abuse
Administration shall remain in effect as rules, regulations,
orders, and directives of the Addictions Services Alcohol and
Drug Abuse
Administration until changed by the Addictions
Services Alcohol and Drug Abuse Administration.

SECTION 8. AND BE IT FURTHER ENACTED, That the provisions
of this Act shall not be construed to alter or diminish the
powers and duties of the Department of Health and Mental Hygiene.

SECTION 9. AND BE IT FURTHER ENACTED, That if any provision
of this Act or the application thereof to any person or
circumstance is held invalid for any reason in a court of
competent jurisdiction, the invalidity does not affect other
provisions or any other application of this Act which can be
given effect without the invalid provision or application, and
for this purpose the provisions of this Act are declared
severable.

SECTION 9. 10. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1988.
