SECTION 3. AND BE IT FURTHER ENACTED, That, subject to the
approval of the Director of the Department of Legislative
Reference, the publishers of the Annotated Code of Maryland shall
propose the correction of cross-references that are rendered
incorrect by this Act.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall
take effect January 1, 1989 and shall be applicable to all
taxable years beginning after December 31, 1987 but before
January 1, 1991 and shall be contingent on the taking effect of
Chapter (H.B. 608) of the Acts of the General Assembly of 1988,
and if Chapter does not become effective, this Act shall be
null and void without the necessity of further action by the
General Assembly. Sections 1 and 2 of this Act shall remain
effective for a period of 2 and one-half years and, at the end of
June 30, 1991, and with no further action required by the General
Assembly, Sections 1 and 2 of this Act shall be abrogated and of
no further force and effect.

AN ACT concerning
Railroad Rights-of-Way - Study of Transportation and
Recreation Uses
FOR the purpose of requiring the Department of Transportation and
the Department of Natural Resources to initiate a study to
identify existing railroad rights-of-way within the State
and the Department of Natural Resources to initiate a study
to determine what measures would be necessary for the State
to acquire any of those rights-of-way for future
transportation and recreation needs; providing for a certain
delayed effective date; and requiring the Department of
Transportation and the Department of Natural Resources to
study the possible development of light rail transportation
and the development of bicycle and hiking multirecreational
use trails within existing railroad rights-of-way throughout
the State; clarifying certain language; and generally
relating to railroad rights-of-way and the study of
recreational uses in the State.
