applicable, [issued by the Washington Suburban Sanitary
Commission] and a notarized statement of good standing issued by
the [Commission] WSSC. Further, any plumber residing in [Prince
George's or Montgomery county] AN AREA UNDER THE JURISDICTION OF
THE WSSC holding a valid master plumber's [certificate] LICENSE
or a [journeyman] JOURNEY plumber's [certificate] LICENSE issued
by the State Board of [Commissioners of Practical] Plumbing is
entitled to be issued a master plumber's license or a journeyman
plumber's license, as applicable, by the [Washington Suburban
Sanitary Commission] WSSC, without examination, upon presentation
of a valid master plumber's [certificate] LICENSE or a
[journeyman] JOURNEY plumber's [certificate] LICENSE, as
applicable, issued by the State Board of [Commissioners of
Practical] Plumbing.
(c) Any license [or certificate] issued to a master plumber
or a [journeyman] plumber in good standing pursuant to a
reciprocity arrangement by the State Board of [Commissioners of
Practical] Plumbing and the [Washington Suburban Sanitary
Commission] WSSC prior to July 1, 1978 shall remain in full force
and effect.
GENERAL COMMITTEE COMMENT: Ch. ___, Acts of 1988, which
enacted Art. 56A of the Code, also amended former Art.
56, § 455 and transferred it to this article.
Subsection (a) of this section was amended to delete
the first clause of the second sentence of former §
455(a), which enabled the WSSC to adopt regulations
"as to the installation of plumbing ... as it may deem
necessary for the public health", in light of the
general authority under § 9-101(a) of this article.
This deletion also clarifies that plumbing regulations
are subject to the notice requirement of § 9-101(b) of
this article.
Subsection (a) of this section also was amended to
delete the third sentence of former § 455(a), which
protected certain existing certificates but only until
renewal and was, therefore, obsolete.
In subsections (a) and (b) of this section, the
references to "areas of Anne Arundel, Howard,
Montgomery, or Prince George's Counties that are under
the jurisdiction of the WSSC", "areas of jurisdiction
of the WSSC" and "an area under the jurisdiction under
the WSSC" are substituted for the former references to
"Montgomery and Prince George's Counties", to clarify
the geographical limits of the WSSC.
In subsections (a) through (c) of this section,
references to the State Board of Plumbing are
substituted for the former references to the State
