who is licensed under [the provisions of] ARTICLE 56, § 180     [of

this article] or by a [registered] LICENSED master plumber.   The

provisions of this section shall prevail, notwithstanding     any
other provisions of law.

SECTION 4. AND BE IT FURTHER ENACTED, That Section 455 of
Article 56 - Licenses of the Annotated Code of Maryland, be
repealed and reenacted, with amendments, and transferred to be
Section 8-104 of Article 29 - Washington Suburban Sanitary
District of the Annotated Code of Maryland, and that Section
9-101 of said Article 29 be repealed and reenacted, without
amendments, to read as follows:

Article 29 - Washington Suburban Sanitary District

[455] 8-104.

[The provisions of this subtitle shall not apply to
Montgomery and Prince George's counties except as hereinafter
provided.]

(a)   [In Montgomery and Prince George's counties, the
Washington Suburban Sanitary Commission shall have] SUBJECT TO
ARTICLE 56A, § 3-305 OF THE CODE, THE WSSC HAS the sole power to
grant [certificates] LICENSES to persons desiring to work at the
plumbing business in [said counties, provided that the] AREAS OF
ANNE ARUNDEL, HOWARD, MONTGOMERY, MONTGOMERY OR PRINCE GEORGE'S
COUNTY THAT ARE UNDER THE JURISDICTION OF THE WSSC. THE fees to
be charged for [said certificates shall] A LICENSE MAY not exceed
the fees as fixed in [this subtitle] THE MARYLAND PLUMBING ACT.
The [said Commission shall have the power to make such rules and
regulations as to the installation of plumbing in said counties
as it may deem necessary for the public health, and] WSSC shall
[have and] exercise within [the said Montgomery and Prince
George's counties] AREAS UNDER THE JURISDICTION OF THE WSSC all
the authority and power conferred upon the State Board of
[Commissioners of Practical] Plumbing [by this subtitle].
[Provided, however, that nothing in this section shall affect the
certificates heretofore issued by the Commissioners of Practical
Plumbing, but all persons who have such certificates shall have
and exercise all the rights and privileges which a holder of such
certificate has under the provisions of this subtitle, but the
renewal of such certificate shall be under the jurisdiction and
control of the said Washington Suburban Sanitary Commission.]

(b)  Any person holding a valid master plumber's license or
a journeyman plumber's license issued by the [Washington Suburban
Sanitary Commission] WSSC is entitled to be issued a master
plumber's [certificate] LICENSE or a journeyman plumber's
[certificate] LICENSE, as applicable, by the State Board of
[Commissioners of Practical] Plumbing [of the State of Maryland]
without examination, upon the presentation of a valid master
plumber's license or a journeyman plumber's license, as
