WILLIAM DONALD SCHAEFER, Governor                   Ch. 647

Former Art. 56, § 458, which exempted Calvert County from
the former plumbing subtitle "except as provided by local law",
is deleted as misleading since the Calvert County Plumbing Board
adheres to the State Plumbing Code and State licensing
examination procedures to regulate plumbing, although its local
laws do not expressly require the Board to do so. If, in the
future, Calvert County wishes to adopt a local plumbing code, it
may do so in accordance with § 3-206 of this title. Also see
Art. 1, § 13 of the Code, which states that whenever the public
general law and a public local law conflict, the public local law
prevails.

Former Art. 56, § 459, which created a separate plumbing
scheme for Washington County, is deleted in light of the desire
of the Committee to bring Washington County within the scope of
the Maryland Plumbing Act, so that the State Plumbing Code
provides minimum plumbing standards that are applicable
throughout the State.

Former Art. 56, § 460, which exempted Worcester County from
the provisions of former Art. 56, §§ 444 through 462C "after such
time as the County Commissioners of said county adopt a plumbing
code for Worcester County", is deleted in light of the desire of
the Committee to bring Worcester County within the scope of the
Maryland Plumbing Act. Although Worcester County has adopted a
plumbing code, that code does not include any licensing
requirements. As to persons engaged in the business of providing

services on October 1, 1988, see Section 13 of Ch. ___, Acts of

1988.

Former Art. 56, § 461, which exempted Anne Arundel County
from certain provisions of former Art. 56, §§ 444 through 462C
subject to adoption of a code before October 1, 1968, is deleted
as obsolete.

Article 25 - County Commissioners.

3.

(a) (1) The county commissioners of each county in this
State, in addition to, but not in substitution of, the powers
which have been or may be granted them, have the following
express powers.

(2) (i) The following counties are excepted from
these express powers.

(ii) Anne Arundel County, INCLUDED, HOWEVER, IN
SUBSECTION (T-1) EXCEPT TO THE EXTENT THAT AN AREA IS UNDER THE

WSSC,

(iii) Baltimore County,
