defined. This subsection, therefore, sets forth,
under the definition of "provide plumbing services",
those activities that are restricted to an individual
who is licensed under this title. The definition is
derived chiefly from the definition of "plumbing" that
is used in the 1987 National Standard Plumbing Code
(NSPC) and in COMAR 09.20.02.01. Several other
definitions of "plumber" and "plumbing" have been
consulted.

(I) STATE PLUMBING CODE.

"STATE PLUMBING CODE" MEANS THE REGULATIONS ADOPTED BY THE
SECRETARY, AS AMENDED BY THE BOARD, TO PROVIDE STANDARDS THAT:

(1)  ARE BASED ON PRINCIPLES OF ENVIRONMENTAL
SANITATION AND SAFETY; AND

(2)  PROVIDE FOR PROPERLY DESIGNED, ACCEPTABLY
INSTALLED, AND ADEQUATELY MAINTAINED PLUMBING SYSTEMS.

COMMITTEE COMMENT: This subsection is new language derived
from the first and third sentences of former Art. 56,
§ 444(a)...

The former requirement that the Secretary adopt "on or
before January 1, 1972, ... up-to-date plumbing
regulations" is deleted as obsolete.

3-102. STATEMENT OF PURPOSE.

THE PURPOSES OF THIS TITLE ARE TO:

(1)  PROTECT THE INTEGRITY OF THE POTABLE WATER
SUPPLY;

(2)  PROVIDE FOR THE EFFICIENT AND SAFE DISCHARGE OF
STORM DRAINAGE AND SANITARY DRAINAGE; AND

(3)  ENSURE THAT QUALIFIED INDIVIDUALS CARRY OUT ITEMS
(1) AND (2) OF THIS SECTION.
