appliances, devices, fittings, and fixtures that conform to
the standards; requiring the Board, on the making of certain
findings, to amend the State Plumbing Code to require the
use of water conserving appliances, devices, fixtures, and
fittings that conform to certain standards; requiring a
certain report; authorizing the Board to allow installation
of a water conserving appliance, device, fitting, or fixture
that meets certain standards and under certain
circumstances; altering provisions on sale or installation
of certain fixtures or other devices; altering the
requirements for enforcement of the State Plumbing Code or
applicable local plumbing code; clarifying the
qualifications for applicants for licenses; standardizing
examination fees for applicants; allowing unsuccessful
applicants for certain licenses to review examinations;
exempting incidental helpers, from licensing requirements ,
incidental helpers, individuals performing incidental
plumbing work without compensation, employees of certain
persons while the employees provide certain minor plumbing
repair services, and individuals licensed in certain
counties as appliance installers; requiring the Board to
adopt regulations that relate to certain exceptions;
extending to certain counties the power to license appliance
installers; making reciprocity provisions apply to certain
licenses; requiring proof of insurance for the granting of
licenses; clarifying the scope of plumbing work that may be
performed by licensees; clarifying the process for renewal
of licenses; establishing certain restrictions on the
granting of limited licenses; adding grounds for
disciplinary action against licensees; adding provisions
relating to persons in the business of providing plumbing
services; altering insurance requirements; altering
requirements for plumbing inspectors; clarifying certain
prohibited acts; altering certain fines; transferring
certain provisions, repealing inconsistent and obsolete laws
relating to plumbing; conforming certain miscellaneous
provisions of the Annotated Code relating to plumbing;
providing for a restricted continuation of certain licensing
provisions in Washington and Worcester Counties after the
effective date of this Act; generally revising all aspects
of the laws relating to plumbing; and providing for the
effect, construction, and delayed effective date of this
Act.
