Notwithstanding any provisions to the contrary in this
section, any funds encumbered prior to July 1, 1977 in the items
being repealed as of July 1, 1977 shall not be repealed and it is
the expressed intent that the unencumbered balances in said
repealed items as of July 1, 1977 shall be transferred to and be
available for the appropriations initially authorized on July 1,
1977.

That, for the fiscal year 1974 of the funds appropriated by

$23,000,000 to be used exclusively by the State agencies and
