(House Bill 741)

AN ACT concerning

Department of Personnel - Personnel System Reform

FOR the purpose of defining terms; repealing the definitions of
certain terms; requiring the Secretary of Personnel to
provide for the effective date of a reclassification;
authorizing selective certification in certain instances;
revising certain procedures applicable to the eligible list
and the examination process; requiring the Department to
adopt compensation and classification plans for certain
State employees; revising the method used to compensate
certain employees; modifying certain annual, sick, and
personal leave; authorizing leaves of absence under certain
circumstances; renaming seasonal leave; defining family
leave; providing for family leave; authorizing certain
employees to observe certain legal holidays in a certain
manner; removing the sunset provision which grants employees
certain leave without prior notification; making certain
stylistic changes; and generally relating to personnel
system reform.
