(5) Provide a portion of the funds to construct
and purchase capital equipment for a 720-bed
medium security correctional institution at
the Maryland Correctional Institution
Hagerstown Complex (Washington County),
provided that the perimeter security at all
State Correctional facilities in Washington
County shall be at least equivalent to
perimeter security of a State medium security
correctional institution. THE AMOUNT OF FUNDS
IN THIS APPROPRIATION NOT ENCUMBERED FOR THE
PURPOSES IDENTIFIED ABOVE AS OF JUNE 1, 1988
SHALL BE USED TO ALTER, EXPAND AND EQUIP THE
CENTRAL WAREHOUSE BUILDING AT THE HAGERSTOWN
CORRECTIONAL COMPLEX FOR USE AS A CENTRAL
KITCHEN, AND MODIFY AND EQUIP EXISTING
KITCHENS AT THE COMPLEX.

install utility lines underground in Historic
District on streets (including State Circle,
Cornhill Street, Francis Street, School
Street, Main Street to City Dock, and Hyde
Alley) on which prominent State facilities
are located or nearby.] FOR THE DESIGN AND
RECONSTRUCTION OF STATE CIRCLE, SCHOOL
STREET, AND FRANCIS STREET, WHICH SHALL
INCLUDE THE UNDERGROUNDING OF UTILITIES ON
ALL THESE STREETS. THE UNDERGROUNDING OF
UTILITIES ON THESE STREETS SHALL BE
ACCOMPLISHED UNDER THIS GRANT. PROVIDED THAT
NO FUNDS MAY BE EXPENDED FOR RECONSTRUCTION
OF ANY STREET UNTIL THE UNDERGROUNDING OF
UTILITIES HAS BEEN ACCOMPLISHED FOR THAT
STREET. This grant is contingent on the City
of Annapolis providing an equal amount of
matching funds BY JUNE 1, 1990....................
