Ch. 542 LAWS OF MARYLAND
SECTION 5. AND BE IT FURTHER ENACTED, That this Act may not
be construed to affect the retirement status of any person who,
as of July 1, 1988, is employed by the Maryland Port
Administration.
SECTION 5 6. AND BE IT FURTHER ENACTED, That the Maryland
Port Commission shall include in its annual reports for 1989 and
1990 a description of the improved procurement flexibility
resulting from the changes in procurement law contained in this
Act.
SECTION 4 6 7. AND BE IT FURTHER ENACTED, That Sections 1
and 2, 2, 4, and 5-5, and 6 of this Act shall take effect June
July 1, 1988.
SECTION 5 7 8. AND BE IT FURTHER ENACTED, That Section 3
of this Act shall take effect October 1, 1988, and, at that time,
Section 2 of this Act shall be of no further effect, so that §§
ll-101(p), ll-105(d)(6), and 11-149 of the State Finance and
Procurement Article is are repealed in accordance with Chapter
____ (H.B. 1) of the Acts of the General Assembly of 1988.

AN ACT concerning
Creation of a State Debt - General Construction Loan of 1988
and the General Construction Loans of 1975, 1977, 1979, 1980,
1981, 1982, 1985, 1986, and 1987
FOR the purpose of authorizing the creation of a State debt in
the amount of One Hundred Sixteen Million Dollars
($116,000,000) One Hundred Fourteen Million Nine Hundred
Sixteen Thousand Dollars ($114,916,000) One Hundred Thirteen
Million Five Hundred Ninety One Thousand Dollars
($113,591,000) One Hundred Thirteen Million Three Hundred
Eighty-One Thousand Dollars ($113,381,000) One Hundred
Eleven Million Five Hundred Forty One. Thousand Dollars
($111,541,000), the proceeds to be used for certain
necessary building, construction, demolition, planning,
renovation, conversion, replacement, and equipment purposes
of this State and for acquiring certain real estate in
connection therewith, and for grants to certain subdivisions
